[IC] Laws of the Kingdom of Stormwind

1.0 Crimes against the Crown
Crimes against the Crown are the most severe transgressions one can make against the Kingdom of Stormwind, as such a Senior Judge and the Minister of Justice is always required provided the matter is not settled in Court-martial.

1.1 High Treason
Involvement in attempts on the lives of the Royal family or directly aiding foreign powers considered enemies of the Kingdom of Stormwind trough any means.
1.1.1: Passing on vital or classified information to enemies of Stormwind or the Alliance is considered as High Treason


2.0 Major Crimes
Guidelines from the Ministry of Justice states that major crimes be handled by a Judge. Punishments are not specified as they may vary depending on severity.

2.1 Assault
(1) The criminal offense of with physical force or through magic, attempts or offers with unlawful force to do bodily harm to another person is guilty of assault and shall be punished within the boundaries of the law.
(2) The criminal offense of with physical force or through magic, attempts or offers with unlawful force to do bodily harm to a Royal official of Stormwind is guilty of assault and shall be punished additionally within the boundaries of the law.
(3) The criminal offense of with physical force or through magic, attempts or offers with unlawful force to do bodily harm to an individual of Stormwindian noble blood is guilty of assault and shall be punished additionally within the boundaries of the law.
(4) The criminal offense of with physical force or through magic, attempts or offers with unlawful force to do bodily harm to a Stormwind official is guilty of assault and shall be punished additionally within the boundaries of the law.

2.1 Assault
Attacking a Stormwind citizen or an ally of Stormwind with use of weapons or magic. Note that attempts to kill an individual is charged as attempted murder.


2.2 Assault on a Royal official
Attacking a Royal official of Stormwind physically or magically, with or without weapons.
Note: Royal Guards (Royal Guards are not normal guards) are Royal officials, as are ambassadors and envoys.

2.3 Assault on a Stormwind Noble
Attacking an individual of Stormwindian noble blood physically or magically, with or without weapons.

2.4 Assault on a Stormwind official
Attacking a Stormwind official physically or magically, with or without weapons.
Note: Guards are considered Stormwind officials.

2.2 Blackmail
The criminal offense of gaining or attempting to gain anything of value or compelling another to act against such person's will, by threatening to communicate accusations or statements about any person that would subject such person or any other person to public ridicule, contempt or degradation.

Threatening to reveal information about or to cause harm to a person, their family members, associates, organization, property or belongings unless demands are met.

2.3 Contempt of court
The criminal offense of willfull disobedience to the rules, orders or process of a court by way of an act or omission thereby affecting the orderly administration of justice.
Individuals may be made liable for contempt of court when they:

a) disobey an order, or;
b) fail to comply with a request, or;
c) tamper with documents or withhold evidence, or;
d) any other scenario where a person is disrupting or preventing the work of a Stormwind court of law.

Interrupting the proceedings of a court also amounts to contempt.

2.4 Cultism
The criminal offense of being part of, or aiding an organization, or worshipping a being or power declared an enemy by the Church of the Holy Light.
Note: All convicted cultists are to recieve a brand with the letter ”C”, placed in their forehead in addition to their sentence.

2.5 Improper use of magic
The criminal offense of without authorization from the Stormwind Ministry of Defence, Stormwind Magi Tower or Stormwind Ministry of Justice--

a) summoning or creating more than two magical minions such as a elemental or golem, or;
b) performing any ritual or spell of mass destruction that endangers the safety of the inhabitants of Stormwind and its surrounding regions, or;
c) performing any dark ritual or spell of mass destruction that endangers the safety of inhabitants of Stormwind and its surrounding regions, or;
d) draining or harvesting the life, soul, or other spiritual essence of another person, or;
e) with intent to perform dark magic, harvests the organs, limbs, or body of another person, or;
f) summoning or creating a demon or undead, or;
g) summoning or creating a greater demon or undead such as an abomination, frostwyrm, infernal, or eredar, or;
h) tapping into necromantic, demonic or shadow sources of any kind as well as artifacts or objects infused with said energies, or;
h) any other scenario where a person uses magic in an improper way without said authorization

is guilty of improper use of magic and shall be punished within the boundaries of the law. Exceptions in section 4.4 applies.

2.6 Murder
The criminal offense of without justification or excuse and with premeditated design or intent, unlawfully kills a sapient being is guilty of murder and shall be punished within the boundaries of the law.

2.7 Manslaughter
The criminal offense of when a person, while in the heat of passion, through culpable negligence, or while perpetrating or attempting to perpetrate an offense, unlawfully kills a sapient being is guilty of manslaughter and shall be punished within the boundaries of the law.

The unjustifiable, inexcusable, and intentional killing of a another individual without deliberation, premeditation, and malice.

2.8 Sedition
The criminal offense of advocacy of uprising or overthrow against the rule of His Majesty King Varian Wrynn, including his officials and institutions by speeches, publications and organization.

Inciting hostile, aggressive or violent action to undermine the rule of His Majesty King Varian Wrynn, including his officials and institutions trough any means.

2.9 Escaping detention
(1)The criminal offense of fleeing legal custody without authority or consent.
(2)The criminal offense of aiding a imprisoned individual of fleeing legal custody without authority or consent.
(3)The criminal offense of harboring or concealing an escaped prisoner without authority or consent.

Escaping from a facility where the subject is lawfully detained trough any means.

2.10 Forgery
The criminal offense of the false making or altering of a written instrument.
A person commits the crime of forgery if;
a) with intent to defraud, he falsely makes, completes or alters a written instrument.

Documents that fall under written instruments:
a) Official documents, or;
b) Official contracts, or;
c) Official deeds, or;
d) Official records, or;
e) Official identification, or;
f) any other written instruments.

2.11 Sexual Assault
The criminal offense of assault of a sexual nature on another person. Any actor who knowingly inflicts sexual intrusion or sexual penetration on a victim commits sexual assault if:

a) The actor causes submission of the victim by means of sufficient consequence reasonably calculated to cause submission against the victim's will, or;
b) The actor knows that the victim is incapable of appraising the nature of the victim's conduct, or;
c) The actor knows that the victim submits erroneously, believing the actor to be the victim's spouse, or;
d) The victim is in custody of law or detained in a medical facility or other institution and the actor has supervisory or disciplinary authority over the victim and uses this position of authority to coerce the victim to submit, unless the act is incident to a lawful search, or;
e) The actor, while purporting to offer a medical service, engages in treatment or examination of a victim for other than a bona fide medical purpose or in a manner substantially inconsistent with reasonable medical practices, or;
f) The victim is physically helpless and the actor knows the victim is physically helpless and the victim has not consented, or;
g) any other scenario where a person inflicts sexual intrusion or sexual penetration on a victim against her, or his, will.

2.12 Arson
The criminal offense of malicious burning or exploding of the dwelling house of another, or the burning of a building within the curtilage, the immediate surrounding space, of the dwelling of another.
A person is guilty of arson if s/he willfully and unlawfully, or while in the commission of any felony, by fire or explosion, damages or causes to be damaged:

a) any dwelling, whether occupied or not, or its contents;
b) any structure, or contents thereof, where persons are normally present, such as: cells or detention centers; medical facilites, nursing homes, or other health care facilities; shop stores, office buildings, business establishments, churches, or educational institutions during normal hours of occupancy; or other similar structures; or
c) any other structure that s/he knew or had reasonable grounds to believe was occupied by a human being, or;
d) any other scenario where a person damages or endangers a property, or person, by fire or explosion.

2.13 Treason
The criminal offense of through vocal, written or physical means betraying the Stormwind Army, Stormwind nobility or the Church of the Holy Light.

2.14 Perjury
The criminal offense of making a knowingly false statement which bears on the outcome of an official proceeding that is required to be testified to under oath.
A statement is made under oath when;

a) the statement was made on or pursuant to from bearing notice, authorized by law, to the effect that false statements made therein are punishable, or
b) the statement recites that it was made under oath, the declarant was aware of such recitation at the time he made the statement and intended that the statement should be represented as a sworn statement, and the statement was signed by a Judge or Prosecutor authorized to administer oaths.

2.15 Desecration of holy ground
The criminal offense of knowingly, or willingly through any physical or magical means vandalising a site deemed holy by the Church of the Holy Light.

2.16 Corruption
The criminal offense of knowingly, or willingly abusing the powers given by a higher authority.

a) a minister, government person or guardsman using his powers for illegitimate private gain, or;
b) a minister, government person or guardsman accepting bribes in exchange of his use of official powers, or;
c) a minister, government person or guardsman favoring relatives or personal friends and puts them in a position where someone else is more fitting, or;
d) a minister, government person or guardsman withholding assets for the purpose of conversion (theft) of such assets where they have have been entrusted, to be held and/or used for other purposes, or;
e) a minister, government person or guardsman actively involved in organized crime, or;
f) any other scenario where a person is abusing the powers given to him, or her.

2.17 Piracy
The criminal offense of commiting an unlawful act at sea.

(1) Any person who unlawfully and intentionally--
   (a) seizes or exercises control over a vessel by force or threat thereof any other form of intimidation;
   (b) performs an act of violence against a person on board a vessel if that act is likely to endanger the safe navigation of that vessel;
   (c) destroys a vessel or causes damage to a vessel or to its cargo which is likely to endanger the safe navigation of that vessel;
   (d) places or causes to be placed on a vessel, by any means whatsoever, a device or substance which is likely to destroy that vessel, or cause damage to that vessel, or its
  cargo which endangers or is likely to endanger the safe navigation of that vessel;
   (e) destroys or seriously damages maritime navigational facilities or seriously interferes with their operation, if such act is likely to endanger the safe navigation of a vessel;
   (f) communicates information, knowing the information to be false and under circumstances in which such information may reasonably be believed, thereby endangering the safe
   navigation of a vessel;
   (g) injures or kills any person in connection with the commission or the attempted commission of any of the offenses set forth is subparagraphs (A) through (F); or
   (h) attempts or conspires to do any act prohibited under subparagraphs (A) through (G),

shall be fined under this title and the letter 'P' shall be branded on convicted persons right hand additional to the punishments.


3.0 Minor Crimes
Minor crimes are crimes that can be handled by a Prosecutor or a ranking officer within the Stormwind Army without the involvement of a Judge unless deemed severe or there is doubt of guilt. Suggested punishments are specified for each crime and should be administered shortly after arrest if not overruled by an officer of appropriate rank.
Note: Suspects can request that their case will be handled by a Judge if they deem their case to be unfair.

3.1 Adultery
The criminal offense of when a married person has sexual intercourse with another than his or her spouse, and an unmarried person has sexual intercourse with a married person not his or her spouse without the express consent of said spouse. When the act is committed between parties only one of whom is married, only the married shall be punished if the unmarried party can prove they were unknowingly about the other party being married.

3.2 Burglary
The criminal offense of breaking and entering into a structure for the purpose of committing a crime with intent to steal personal property.

3.3 Housebreaking
The criminal offense of entering a residence or other enclosed property through the slightest amount of force (even pushing open a door), without lawful authorization, or without permission of the owner or his/her agent and without intent to commit crime.

3.4 Trespassing
The criminal offense of entering another person's property without permission of the owner or his/her agent and without lawful authority.

3.5 Disrupting a Stormwind official on duty
The criminal offense of through physical or verbal actions disrupting a Stormwind official on duty.
Note: Guards are considered Stormwind officials.

3.6 Disturbing the peace
The criminal offense of through verbal or physical actions making excessive noise, especially in a public area, such as by operation of any tool, equipment, vehicle, engineering device, set, instrument, machine or other noise- or sound-producing device.
It shall be unlawful for any person to:

a) Make, continue, maintain or cause to be made or continued any excessive, unnecessary, unreasonable or unusually loud noise or any noise in such manner as to annoy, offend, disturb, injure or endanger the comfort, repose, health, peace or safety of any reasonable person of normal auditory sensitivity residing in the area, or;
b) Use, operate or permit the use or operation of any engineering device, radio receiving set, musical instrument or other machine or device for the producing or reproducing of sound in such manner as to disturb the peace, quiet and comfort of any reasonable person of normal auditory sensitivity inhabiting the area, or;
c) Congregate because of, participate in or be in any party or gathering of people from which sound emanates of a sufficient volume so as to disturb the peace, quiet or repose of any reasonable person of normal auditory sensitivity residing in any residential area. No person shall visit or remain within any residential dwelling unit wherein such party or gathering is taking place except persons who have gone there for the sole purpose of abating said disturbance. A guard may order all persons present in any group or gathering from the dwelling unit to immediately disperse, or;
d) Upset the order in a public space trough disruptive actions or vocal expressions.

3.7 Failure to pay taxes
The criminal offense of refusing, or not being able, to pay the taxes within the allotted time frame.

3.8 Obstruction of justice
The criminal offense of interfering, or attempting to interfere, with the administration of the courts, the judicial system or law enforcement officers.
It shall be unlawful for any person to:

a) Tamper with a witness, victim, or an informant, or;
b) Hide evidence, or;
c) interfere with an arrest, or;
d) delaying the work of a law enforcement officer by wasting his time, or;
e) any other scenario where a person is interfering with the administration of the courts, the judicial system or law enforcement officers to such a degree that they are hindering or delaying the work of said authorities.

3.9 Resisting arrest
The criminal offense of knowingly or willingly refusing to cooperate when being arrested by law enforcers.
Note: When a suspect resists arrest, law enforcement has the right to use non-lethal force. 

3.10 Defamation
The criminal offense of disrespectful expression through vocal, written or physical actions against the rule of His Majesty King Varian Wrynn, including his officials and institutions, the Church of the Holy Light or a citizen of the Stormwind Kingdom or its allies.
Note: A single case is punishable with a formal warning if charges are pressed from the offended party. Further offenses will require tougher punishment.

3.11 Smuggling
The criminal offense of bringing goods into the kingdom without paying the appropriate tarrifs.

3.12 Theft
The criminal offense of stealing the property of a Stormwind citizen, the Kingdom itself or an ally of Stormwind.
It shall be unlawful for any person to:

a) Knowingly obtains or exerts unauthorized control over the property of another, with intent to deprive the owner of his or her property;
b) Knowingly obtains by deception control over the property of another, with intent to deprive the owner of his or her property; or
c) Knowingly obtains or exerts control over property in the custody of a law enforcement agency which was explicitly represented to the person by an agent of the law enforcement agency as being stolen.

3.13 Vandalism
The criminal offense of knowingly or willingly destroying property of the Kingdom of Stormwind, the Church of Holy Light, Stormwind citizens or allies of Stormwind.
(1) No person shall knowingly cause physical harm to property that is owned or possessed by another, when either of the following applies:

a) The property is used by its owner or possessor in the owner's or possessor's profession, business, trade, or occupation, and the value of the property or the amount of physical harm involved is five gold or more;
b) Regardless of the value of the property or the amount of damage done, the property or its equivalent is necessary in order for its owner or possessor to engage in the owner's or possessor's profession, business, trade, or occupation.
(2) No person shall knowingly cause serious physical harm to property that is owned, leased, or controlled by a governmental entity. A governmental entity includes, but is not limited to, His Majesty King Varian Wrynn, the Stormwind Council, the board of trustees of a public library or public academy, or any other body corporate and politic responsible for governmental activities only in geographical areas smaller than that of the Kingdom.
(3) No person, without privilege to do so, shall knowingly cause serious physical harm to any tomb, monument, gravestone, or other similar structure that is used as a memorial for the dead; to any fence, railing, curb, or other property that is used to protect, enclose, or ornament any cemetery; or to a cemetery.
(4) No person, without privilege to do so, shall knowingly cause physical harm to a place of burial by breaking and entering into a tomb, crypt, casket, or other structure that is used as a memorial for the dead or as an enclosure for the dead.

3.14 Public Intoxication
The criminal offense of endangering oneself or another person, or property, or by boisterous and offensive conduct annoys another person in his vicinity in a public place under the influence of alcohol, narcotics or other drug.


4.0 Additions

4.1 Attempted crimes
A crime that was attempted but did not succeed is still eligible to be punished as a crime that has succeeded. 

4.2 Instigated crimes
Encouraging others to commit crimes and succeeding is a criminal offense and may be punished as if the instigator committed said crime as well depending on circumstance.

4.3 Assisted crimes
Aiding others in any way to commit a crime may be punished as if the person assisting the convict committed said crime as well depending on circumstance.

4.4 The Ebon treaty
Death Knights affiliated with the Ebon Blade is considered an exception from section 2.5 when it comes to practicing necromancy and shadow magic as per decree of His Royal Majesty King Varian Wrynn. Restrictions on using necromantic and shadow related abilities still apply while within the Kingdoms borders unless given clearance or if it's an act of self-defence.

4.5 Undead and demons
Undead or demons that has not been reanimated or summoned with express permission of the Stormwind Magi tower, the Stormwind Army or the Stormwind Ministry of Justice is considered illegal and is to be turned in to the authorities for disposal if possible. Exceptions as per section 4.4 apply and arrangements made by the Stormwind Army or the Stormwind Ministry of Justice.

4.6 Torture
Minor physical violence applied by guardsmen in order to interrogate a captured prisoner is allowed in cases where considered justified legal. Major physical violence, magical and alchemical methods of interrogations can be approved by the Ministrys of Justice and Defense, one of the two must be present at the torturing to make sure it is carried out accordingly. Suspicions of misconduct can be reported to the Ministry of Justice.
Note: All cases of torture will be looked into by the Ministry of Justice and will only be allowed in the most extreme of cases.

4.7 House Arrest
Stormwind nobility and higher officials such as Senior Judges or Ministers of the Crown has the right to house arrest if charged with a Major or Minor crime. The Minister of Justice may in cases where justified void this right.

4.8 Honour Duel.
If two individuals have the need to decide to settle their dispute by way of a duel this is allowed with the following rules:
- Both participants must have agreed to the duel.
- The duel is supervised by a Stormwind offical of rank. (Guard officer, Ministry of Justice/Defense official or a Senior Judge)
- The duel is won at the first drawing of blood.
- After the duel is over, the matter is settled and no other duel on the same matter will be allowed.
- A duel of honour can be requested in court but only with consent of the Senior Judge.

(Are these now posted somewhere?  Anhagath will be very happy to see that he can still buy gnomes, if slavery is still not illegal <3 On a more serious note, good job on all the hard work you put into this. Writing laws in real life is boring let alone spending your gametime doing it to make the RP more realistic for others!)
