The Supreme Senate of Ironforge [OOC]

The Senate of Ironforge is a community, politically themed roleplaying institution that works In-Character to serve the interests of Khaz Modan. It serves as a political arena for Ironforge and Khaz Modan primarily focusing on representing dwarven interest, yet, the closest ally of the dwarven nation, the Gnomes, are too, welcome in the ranks of the Ironforge Senate, to add their quick understanding of the world and intelligence to an ever changing political landscape.

Representing some form of IC government to give structure and activity the Senators welcome and encourage people  from all aspects of society, whether you’re a thief lurking in the Forlorn Caverns, a mage smuggling something through the city, a member of an underground movement or a law abiding dwarf, all are welcome to organize and approach us for co-operation OOC!
All are encouraged to both attend and apply for the Senate (should you be dwarf or gnome). The more issues that are brought before the Senate the longer we will roleplay, the more controversial these issues the deeper the repercussions will run.

The Veto of the Council: A mechanism that has functioned since the beginning of the Senate. It exists in order to counter-balance or halt any incredibly poor made decisions made by the Senate, whether they stand firmly against how Ironforge would behave or break lore in a very powerful way, this function exists to offer an alternative. Any decision that receives a large amount of well thought out complaints on legitimate ground will be reviewed and put to vote for being invoked.

Contact [OOC]: For information on applying to the Senate, one should contact the current Grand Chancellor. For general information on the Senate of Ironforge, one can contact any Senator. If you are a dwarf that is not on the legitimate side of society, then contacting the Seat you think you will be most involved in is the correct step forward for involving yourself with the Senate.

Contact [IC]: If you require handling a certain grievance, then sending a letter to the relevant Senator is the best of approaching this. If you wish to apply to the Senate then you must contact the Grand Chancellor. If you wish to apply for a working position within the Senate, then you must contact the Senator of the department you are applying for, or again the Grand Chancellor.

Above all else, attending the Senate meeting is the best way of involving yourself with the Senate and the way we’d all encourage you for.

The Book of Senate

Introductory Note;
This book contains information that is useful for Thanes of the Dwarven Clans as well as the commoners among the streets should they need access to it.  This book contains basic information and extra information on the governing body of Ironforge and Khaz Modan, the Supreme Senate of Ironforge.

The Supreme Senate of Ironforge is at the very top of the civilian government system of Khaz Modan, as per request of the monarchy previous to the Council of the Three Hammers, the Senate of Ironforge has existed in dealing with day-to-day issues within Khaz Modan and helping keeping the tax flowing and the war machine rumbling. The Senate is responsible to both the people and the Council of the Three Hammers, putting their work in the spotlight for both the upper rungs of society and bottom.

The Senators are not chosen by social class or amount of wealth, these individuals are chosen on their personal attributes and potential to contribute to the nation in the designated role. Overall impression is also very important, therefore conducting oneself properly is of great import, Senators are after all the representatives of the Council of The Three Hammers and ought to act and behave accordingly.

All Senators that are sworn in are duty bound to answer and bow to none other but the Council of the Three Hammers or the reigning monarch of Ironforge and Khaz Modan, therefore as a symbolic act Senators are disallowed from bowing or bending the knee to any other. The only exception to this rule is when bending their knees and heads to the might and glory of the Titans.

Organization

The Ironforge Senate is into multiple departments. The departments are then divided into Seats that care for their respective specialties as each Seat is related to a specific duty. Should a dwarven Senator be unavailable or a department seat vacant, then the task may be taken up by another.

The Senate hold a weekly public gathering in the Library of Ironforge on Thursday at eight bells. Public announcements occur and matters of state are resolved, the Senators report both to the attendants and to the other Senators on both accomplishments and future plans for their Seat. As another important function, this gathering serves as a means for the people or foreign powers to gain a hold of the Senate in one guaranteed day of the week.

There are several issues that can only be resolved by the full Senate, if any of these actions are resolved by one Senator then this Senator can be expelled immediately.

• Declaration of War
• The forming or breaking of alliances
• The enactment of new laws
• Major reorganization of any part of dwarven society
• Election of new Senators

As well as major decisions by any one of the departments,  should a pressing issue demand immediate action, the action may be taken but it must be brought up for a vote at the next meeting of the Senate.
The Senate itself, for better organization is divided into three main departments with four additional Seats in existence.

The Department of War

Seat of War is responsible for the senatorial branch of the Khaz'Modan armed forces. Second in command to only the Council of the Three Hammers, the Senator of War may assume full command of any military operation the armies of Khaz Modan are involved in. The Senator of war is not at liberty to decide when a war is begun or ended, such a decision can only be reached by a vote of the Senate or the Council of the Three Hammers themselves.

Seat of Arms is considered the 'junior' role within the Department of War but a seat upon the Senate none the less. The Seat of Arms is responsible for the management and handling of the equipment, supply lines and logistics of the Khaz Modan military. The Senator of Arms duty is to ensure that the Ironforge Military is always kept supplied wherever it may be. A responsibility that is often considered unimportant but is infact a task that keeps the entire war machine together.

The Department of Justice

The Seat of Law handles the legislature of Ironforge, maintaining that the laws of Khaz Modan are kept modern and progressive, naturally always reflecting the will of the Council of the Three Hammers. The Seat of Law is also tasked with maintaining that the guards within both Ironforge and the Kingdom of Khaz Modan are well equipped, well trained and informed of their own duties thoroughly.

The Department of Hearth

Seat of Religion and titan exploration handles the spiritual aspect of the people of Khaz Modan. With the two key religions being Titan Worship and the Holy Light, the Seat of Religion is a diverse yet important pillar of morale support for the citizenry and soldiery of the Kingdom of Khaz Modan. The Senator of Religion is also in duty to the appointment of both High Priest, and Priests within the Temple of Ironforge.

Seat of Exploration and Tradition handles the archaelogical and demographic escapades of the Kingdom of Khaz Modan. It serves as a liasion between the Explorer's League and the Senate while at the same time catering for all the cultural activities within the Kingdom of Khaz Modan, often than nought working closely with the Seat of Religion.

Seat of Magic takes cares of the regulation and safety of use of Arcane within the Kingdom of Khaz Modan. Making sure that only legal forms of magic are practised and taught, as well as handling other magic related affairs within the Kingdom and outside of it. The Senator of Magic oversees the success of the Arcane Library and works closely with them, being their liason to the Supreme Senate of Ironforge. The Seat of Magic also works closely with the Seat of Law in order to ensure that the right legislation exists for those practising magic within the Kingdom.

Additional Seats within the Senate

Seat of Finance handles the economics of the mountain Kingdom, making sure that the lucrative trade opportunities within and outside the Kingdom of Khaz Modan are being used in an efficient manner to enrich the coffers of the great nation of Khaz Modan. The Seat of Finance is also responsible for the management of the finances within the mountain kingdm, with a particular fixation on tax collection from both the Thanes of Clans and private citizens.

Seat of Inventions handles all the industrial and technological advances of the Kingdom. The Senator of Inventions is responsible for the overview of the research of new instruments for both civilian uses and military for the further development of society within the Kingdom of Khaz Modan.

Seat of Diplomacy is tasked with the diplomatic relations of Khaz Modan, bearing in mind that final diplomatic resolutions lie with the Senate.The Seat is more of a representative Seat and is often seen travelling the great capitals and cities of the Alliance in order to keep the relationship of Khaz Modan and her allies fluid and successful.

Grand Chancellor is the Chairman of the Senate, declaring when the Senate will begin and end as well as deciding the program of the day. The Grand Chancellor is tasked with maintaining an orderly Senate and making sure that Senators arrive on time, explain any absences. Another important role that is designated to the Chancellor is the interviewing and application reviewing for new Senators, while the Grand Chancellor is unable to solely welcome in fresh faces to the Supreme Senate of Ironforge, the Grand Chancellor can make sure that the applicant is brought forward and made known of.

Additional Information

Deputy of the Senate: A deputy of the Senate is an individual, charged by the Department they are working in to be a deputy of the Senate. The role is simple and flexible, much like an apprentice within a knighting order, a deputy of the Senate fulfills smaller roles for his/her mentor Senator and works tirelessly for their department. This is a stepping stone position to being taught into the position of a full-time Senator.

Senate Guard: If you're short on time to play, and find yourself still seeking to do something revolving around the Senate, become a guard of the Senate. Your duties involve what regular duties involve and a tad bit more, ensuring that no weapons are brought into the Senate. Protecting the lives of the Senators against any threats that may emerge and maintaining the law and order within the Senate. Senate Guards are vital when an unpopular but necessary decision is passed by the Senate, as situations can often get dangerous. Senate Guards are also required because some Senators have a habit of being assassinated or killed by their allied nations soldiers.

Senate Herald: The Senate Herald is an individual whom announces the resolutions and decisions of the Senate made in the week before in order to bring all those attending up to speed. The Senate Herald can also sometimes be charged to walk the streets of Ironforge and announce any very important decisions that need be known quickly. It is a well paid and simple job associated to the Senate of Ironforge and one that is also highly contested.

Senate begins as usual at the sound of the horn at 20.00.
Missing several senators, Law, Invention, Magic, Arms at start.

Seat of War begins his report:
Apparantly there has been an act of terror in Kharanos, as the clan hall of the Strongbrews got bombed. Their thane among other members lost their lives. More details to come.

Seat of Treasury reports:
Nothing new.

High Judge reports:
Awaits a visit from Seat of Magic according laws. Nothing new otherwise.

Seat of Religion reports:
Nothing new.

Moving on to guests, which we got some of.
TLA reported in, and apologized for not attending as of late. Have yet to discover why. Discussed later on.

Mountaineer reporting about Twilight Highland being the same chaos as before the Pandarian continent discovery.

A Strongbrew acting rather harshly, but understandable due to the situation with them being the targets of the terror attack.

A Brimstone reporting that his clan has gone missing. We'll look into that and update the archives if necessary.

A group calling themselves 'Wardens of Azeroth' offering their assistance should we require it. Promised to consider the offer.

Concluded the meeting at 20.48. Meeting protocol is signed by the participants and delivered to Council. Ending the report, long live the Union.

Senate starts at the sound of the great Horn at 20.00.
Seat of Arms Goldfinger has gone missing for several meetings, will have to contact him if he's still interested in keeping the job.
Several other senators are missing as well, but not for as long time.

Seat of War Steelfist begins the report by telling that we're currently mobilizing forces to reinforce our northern borders. This will not affect the rest of our military efficiency, he says.
He also makes an announcement, which adress the need of another marshal to aid with the commanding decisions in foreign lands. Applications will be sent to him, either at his clanhall or at the Hall of Arms.

Seat of Magic Coalskin reports that there is delays in the forming of new laws for magic users, but he guarantee that they will be shared opinions about those laws.

Seat of Law Longbeard reports that he has visited Stormwind for some cooperative work regarding the legal authorities of respective city.

Guests reporting in.
Thval Silvershaft's son reported that his father had passed away recently, and that he now applies for the Seat of Treasury which he got trained for by his father. We take a week to give others a chance to apply for it as well.

TLA reports that they've moved in and settled at the Refuge Pointe in Arathi Highlands along with some Worgen allies. Reports indicate that they had trouble with a couple of cultists, but that it is settled. Operations will soon be underway.

Wildhammers pondering why they don't have any Senators. They suggest to find one within a week.

The High Priest mentions a mass with a feast.

A human asking if an ambassador from Stormwind can attend the Senate meetings. Told her it isn't necessary, but it be voluntary for the ambassador to attend.

Meeting ends at 21.00, report will be taken to the Council. Long live the Union.

Senate starts the 10/1 at 20.00.
A few of the seats are missing, of which are:
Seat of Arms will be fired for not showing for the acquired number of weeks.
Seat of Religion missing this week.

Seat of War Steelfist reports that a mountaineer named Doorbrew has gone missing, possibly due to recent Forsaken activity in the area of Dun Garok.

Seems that the Minister of Foreign Affairs in Stormwind wonders about the Senates decision to illegimitate the Stomwind Council, and if we are still thinking to keep it that way. Corruption is still our main cause for keeping our stance as it is, but some elements ponder about our own characters.

Seat of Inventions Tjib begins his report. His department has been spending resources researching the local materials and fauna of Pandaria, and even the local residents anatomy. The materials seems to have strange qualities, which we have yet to see anywhere else.
Ore referred to as "ghost iron" seems to be quite unique in the aspect of being explosive and volatile if treated one way, while making extremely durable armour if treated another way. Tjib will investigate the procedure about the processing of this material further, and I personally look forward to see progress on this matter.

Seat of Law Longbeard begins his report. Reports of an explosion in the Mystic Ward, or more precise the Temple caused a commotion among the visitors and senators. Rumours of terrorist attacks keep spreading, but no details can be given at this point other than the Seat of Religion got hurt from the blast, which explains her absence to Senate.

Seat of Magic Coalskin begins his report. He seems to have finished working with the magic-related laws and proudly hands out copies of his work for the Senate to behold. WIll read it later, as I got tons of paperwork already to handle.

High Judge Fireforge got nothing of value to report.

Moving on to guests, which we got several of tonight. Arral Silvershaft reports in for duty as Seat of Treasury, and came with an announcement about the Senates stance towards the Stormwind Council. We opened the topic for discussion, and came up with 'Nay' to reconsider the stance.

Wildhammer delegation ponders about the magic laws and where Death Knights fit into the scheme, since they were conjured using fel and shadow magics to begin with. An answer was given that didn't entirely satisfy them, but they have reason to be nervous about such since the Civil War.
The Wildhammers have brought their promised senator-applicant at last. We begin hearing Orsok Stoneaxe's resumé and vote after it and potential questions are done. The applicant seems well-versed with other races and customs, and keeping on their good sides which always be benificial.
The voting to trialperiod is on, and 'Aye' wins with dominating five votes.

Brimstone representatives report that they are changing in the leadership of their clan. Rooting for the best of outcomes, they will deliver more of a report next Senate.

I announce that Seat of Arms Goldfinger is now fired, for not showing up for three weeks and more which he is bound by duty to do to report. I will edit the list after this report is handed in.

Meeting ends at 21.35, report is to be taken to the Council. Long live the Union.

This is a really good idea to show people what's going on! If you make really big decisions you could include them in the Iron Guardian.

Also - Don't forget to post these things into the realm forum (and cheers if you already do) - Screenshots, screenshots!

Finally, I will send material your way of Forsaken activity so that bored old bastard Steelfist has something to bring forward once in a while!

Senate starts 20.02
Announced that Ivahn Goldfinger has been kidnapped, I told about a letter of ransom that the SIA are now investigating. My decision to fire him last week will be revoked if the letter turns out to be true.

Missing seats are:
Seat of Religion *scratched over*
Senator-Ambassador Stoneaxe

Seat of War Steelfist reports that the Arathorians are busy training in the Loch Modan region. Slight disagreement between him and me due to me accepting their plea to train in our lands, and Fireforge takes the time to further irritate the Senator.
Questions regarding what I promised the Arathorians in return for the favour was that we will get some of their food production and mining ore for borrowing our land to train at (additional ranged support might be included).

Seat of Treasury Silvershaft reports that he has just accustomed himself to the position he's in, and has begun overseeing the department of treasury. Also suggests investing some separate funds that his father had made before his demise. Up for discussion with the senator about what funds goes where.

Seat of Inventions Tjib reports that nothing new is to report, his team are still investigating the materials brought from the Pandarian island. He has moved the gnomish vessel "Fist of Mirmiron" towards the Badlands, to open up some "technological trade" with the goblins, as he calls it. Wether that proves to be fruitful or not, remains to see.

Seat of Magic Coalskin reports he awaits our response about the laws he worked out and that we were to read over the week. Tjib's concern was about the Dark Arts part, which he had mentioned at the last meeting.
Discussion got interrupted by a messenger carrying a letter for me. Resuming discussion after his leave.
Coalskin wants to introduce a magic license of sorts, for the "red tier" spells that be most dangerous to wield. How that might work out practically is yet to be seen.

Seat of Religion Stouthammer reports that the bomb used in the terror attack on the Temple was a chemical kind It ignited upon impact with ground, but sadly no suspects yet.

High Judge Fireforge reports that there has been increased movement around Angor Fortress, which is still occupied by Dark Iron rebels. It would seem that they are approaching the Horde, which would enable the Horde to strike deep within the Khaz Modan with relaitve ease. Have to consider the threat level here.

Time for the guests, and first out is a Commodore Conover, Minister of Defense who asks if we have any more demands for criminals transferred for interrogation. Seat of War answers aye, but the names will be classified for safety.

Commander Maelmoor from the Holy Lightbringers order steps forth to report that he has become Minister of Foreign Affairs in the Stormwind Council. Wants to organize a meeting between him and the Senators soon enough. Will look forward to talk with him further about common topics.

A Pandaren raising a question about possible elemental awareness inside Ironforge, earth spirits in particular. The topic reminded me about King Magni Bronzebeard's fate, which sparked an argument around the Senate table unlike anything I've seen since before I was made chancellor. Had to calm down the situation.

The meeting is concluded at 21.30, report will be taken to Council. May the Union live in prosperity!

Quick correction, Areyah is Stormwind's Minister of Defense. She's not part of the Stormwind Regiment ICly.
