Here is a gathered document with all the official laws of the Alliance. If something needs updating, please send me a PM here over the forum and I'll add it in the post.

Kingdom of Ironforge:
Spoiler:
Capital offence act

1. High Treason against the Crown – Regicide, Assault or forcible removal of the King from his just and rightful rule by a citizen of the Kings Land or by a visitor of the realm.

2. Treason - Undermining the hiearchy, administration and society of Khaz'Modan

3. Sedition against the Crown – By word or action against the Crown. Inciting civil unrest, riots or rebellions against the Crown.

Offences against the person Act

1. Murder – The attempt of, aid in or carrying out of an act of murder against a citizen/s within the Kings Land.
2. Manslaughter – The murder of a citizen/s within the Kings Land where it could have been avoided with due care.
3. Assault – The attempt of, aid in or carrying out of a violent assault against a citizen/s within the Kings Land.
4. Theft – The attempt of, aid in or carrying out of theft of goods or money from a citizen/s within the Kings Land.
5. Kidnapping – The attempt of, aid in, or carrying out of the act of kidnapping a citizen/s within the Kings Land. Also to include unlawful arrest or holding of a citizen/s.

Offences against Property Act

1. Burglary – The attempt of, aid in or theft of goods or money from a citizen’s property within the Kings Land.
2. Arson – The attempt of, aid in, or act of arson against property within the Kings Land.
3. Grand Theft Ale - The attempt of, aid in or act of theft where the item taken is any form of alcohol

Sexual Offences against the Peron Act

1. Lust Crimes – The attempt of or carrying out of the act of forcing oneself on another within the Kings Land.
2. Sexual Harassment – The attempt to or carrying out of an act seduction, grope, drug, or kidnapping for means of the sexual nature.
3. Prostitution – The working as or employment of prostitutes within the Kings Land.

("Sexual Harassment" is AGAINST THE LAW SET FORTH BY BLIZZARD. This is purely on an RP basis, by which both parties ooc agree to role-playing this to happen. If then the "offended" wishes to RP a complaint, this is fine. THIS IS NOT CONDONING ANY VIOLATION OF TERMS SET BY BLIZZARD. A real complaint of harassment must be sent to a GM)

Terrorism, Espionage, and Corruption Act

1. Terrorism – The attempt of, aid in, or carrying out of an act of Terrorism, in order to spread civil unrest, fear or to undermine the Crown.
2. Espionage – The act of spying, disclosing information or of harbouring spies from foreign nations within the Alliance, Horde, Burning Legion or Scourge.
3. Blackmail – The attempt to, aid in, or carrying out of Blackmail for personal, public or national gain within the Kings Land.
4. Bribery – The attempting to, aid in, offering and accepting of bribes for personal, public or national gain within the Kings land.

The clan act

1.a. The clanless and other outcasts of dwarven society are protected by the King's law as any other citizen of the King's land.
1.b. The clanless are forbidden from employment in administrative positions throughout the realm

2. Blood feuds. The clans of Khaz'Modan are forbidden from engaging in blood feudes against one another. Should the honour of a clan be offended to such a regard that the spilling of blood is neccesary, the offended clan is to contact the court immediatly. The involved clans may then select champions of their cause to battle on behalf of their clan before the King to the first drop of blood.

The act of justice
1.a. Any citzen of or visitor to the King's land, may have crimes committed against them tried in a court of law presided by one of the Kings judges.
1.b. Any citzen of or visitor to the King's land may, if they so chose, petition one of the King's judges to have the offence committed against them tried by merit of combat.  The offended and the offender may, under the watchful eye of one of the King's judges, engage in combat to the first drop of blood to solve their differences.
1.c. A citzen of or visitor to  the King's land may not petition to be tried by combat after the resolution of a trial. They may have their case tried by combat or by trial but not both.
1.d. No citzen of or visitor to the King's land may take the process of justice in their own hands, the duty may only be granted by the King or by his senate or by his judges.

Rights

1. All citzens of and vistors to the King's land have the right to bear arms and armour
2. All use of explosives within the city of Ironforge is limited to the Tinker Town.
3. All visitors and residents of Khaz'modan has the right of Freedom of Speech. Laws against sedition still apply and clans may invoke their right of defedning their honour through the clan act clause 2.

3. Arcane and shadow magic
3.a. Not citzen of Khaz'Modan may learn, practise or teach the use of Arcane magic
3.a.a. Gnomes and humans are allowed to practise the arcane in the lands
3.a.b. All users of the arcane both gnomes and visitors of the Kings realm may only use destructive magics in self defence
3.b. The practice of felmagic is strictly forbidden within the lands of Khaz'Modan. Including, but not limited to: the summoning of demons for any purpose, the summoning of demonic artifacts, offensive spells, defensive spells, rituals
3.c. The practice of Necromancy is strictly forbidden within the lands of Khaz'Modan. Including, but not limited to: the reanimation of the dead, the summoning of the undead, summoning of necromantic artfacts, summoning of deathchargers, summoning of death gates, offensive spells, defensive spells, rituals
3.d. The practise of Shadow magic is strictly forbidden within the lands of Khaz'modan. Including, but not limited to: Shadowform, offensive spells, defensive spells, rituals, ceremonies
3.e. No items of fel, necromantic or shadow origins may be brought into the realm of the King, all such items will be considered illegal property. Including, but not limited to: demonic stones, infernal figurines, runeblades
3.f. Failure to obey these laws may will be severly punished. Including but not limited to: imprisonment, fines, death

Religions
The Kingdom of Khaz'Modan tolerates the following religions
1. The Light (Stormwind cathedral of the light, Dwarven temple of the light, Arathorian churh of the light)
2. Ancestral veneration
3. The teachings of the titans
4. The teachings of Elune
5. Shamanism
6. Druidism

The Kingdom of Khaz'Modan strictly forbids the following religions
1. Thaussarism (worship of the Blackrock emperor)
2. Cult of the damned
3. Cult of the Thuzadin
4. Cults affiliated with the burning legions, including: warlock covens
5. The cult of the forgotten shadow / The cult of shadow
6. The cult of Twilight's hammer
7. Elemental worship
8. Old god worship
9. Ragnarytism

The Gnomeregan clauses
In the following text, the words gnome, gnomish and gnomes imply nationality (citzen/department of Khaz'Modan Protectorate of the United Technocratic Republics of Gnomeregan) and not race

1. The gnomes in Khaz'Modan are considered to be citzens of the Khaz'Modan Protectorate of the United Technocratic Republics of Gnomeregan and not citzens of Khaz'Modan
1.a. Any gnome residing in Khaz'Modan may apply for Khaz'Modan citzenship by the High Judge or his aides at any time, which should be given after a routine examination of their background. Should their citzenship be accepted, the all laws of Khaz'Modan will apply to them.
1.a.a. Should evidence of a past involved with Necromancy, Fel magic, capital offences or other high crimes be uncovered the gnome in question will be refused citzenship and/or extradited to gnomeregan authorities

1.b. Any gnome visiting or residing in Khaz'Modan are subject to gnomeregan law
1.b.a. Visiting or residing gnomes are protected by Khaz'Modan law as well as their own
1.b.b. The following Khaz'Modan laws apply to gnomes (visiting and residing) in Khaz'Modan:
- Capital offence act
- Offences against the person act
- Offences against property act
- Sexual offences against the person act
- Terrorism, Espionage and Corruption act
- Act of justice clauses 1.a., 1.b., and 1.c.
1.b.b.a. Act of justice clause 1.d. Apply to all gnomes except gnomish law enforcement and judges that have been granted permission from the Tinker's court. permission must be presented to dwarven law enforcement upon request, failure to do so is a crime against act of justice clause 1.d.

1.b.c. Gnomes have the right to practise arcane magic, posses arcane items and teach it to non-citzens of Khaz'Modan
1.b.c.a With the exception of clause 3.a. same rights apply to gnomes as any other resident or visitor to Khaz'Modan
1.b.d. Gnomes may, under the High Tinkerer Felblaze act (gnomish law), practise fel in accordance to local laws. As such, no gnome can be prosecuted by the courts of Khaz'modan for practising fel outside of the Kingdom of Khaz'Modan

1.c. The Kingdom of Khaz'modan may not extradite gnomes to any foreign state besides the Khaz'Modan Protectorate of the United Technocratic Republics of Gnomeregan. Such requests should be sent to the Tinker's court.

2. Tinker town is considered Khaz'Modan sovereign soil on lease to the Khaz'Modan Protectorate of the United Technocratic Republics of Gnomeregan
2.a. To all gnomes, Thalassian elves and citzens of Dalaran visiting or residing in the tinker town, gnomeregan law apply
2.b. To everyone not covered by clause 2.a. Khaz'Modan law apply
2.c. Visitors  to Tinker town not covered by clause 2.a. may apply to the High Judge of Khaz'Modan for a Tinker town permit.
2.c.a. Permits last for 48 hours (2 days) and for the duration of those two days the owner of the permit have obey gnomeregan law and have the same rights as gnomes within the bounds of the tinker town.
2.c.b. Upon applying the applicant must present all magical items he or she intends to transport to and from the Tinker town and which route he or she intends to use.
2.b. Fel magic may not be used within Tinker town
2.c. All explosives and magic items inside the tinker town must be registered at the gnomish authorities and reported by the authorities to:
- High Judge's department of Khaz'modan
- Khaz'Modan law enforcement
- Khaz'Modan fire department
- Khaz'Modan military
- Khaz'Modan medical corps

3 Individuals apprehended breaking gnomeregan law should be reported to gnomeregan law enforcement and be handed over upon request
3.a. Individuals found breaking the laws of both gnomeregan and Khaz'Modan must be handed over to Khaz'Modan law enforcement upon request
3.b. Gnomeregan law enforcement apprehending criminals found breaking Khaz'modan law are to inform Khaz'Modan law enforcement and hand them over upon request

4. All gnomes arrested by Khaz'modan law enforcement have the right to request gnomeregan legal defence for their trial and may appeal verdicts through gnomeregan courts


Kingdom of Stromgarde:
Spoiler:
The Arathorian Laws.
Anyone within the Kingdom has the right to call for a trial against another. If such a thing is called for it will require evidence and witnesses regarding it all for such a trial to work. The judge is pointed out between the Officers of the Arathorian Kingdom, depending on who is most correct to handle the matter and is the most neutral to the case.

Prisoner Rights;
-A prisoner is guilty until proven innocent.
-A prisoner is not eligible for any rights of a refugee, mercenary or citizen.
-A prisoner is the responsibility of the state, their ‘expenses’ will be taken care of by the state.
-A prisoner does not have the right to speak unless spoken to, to speak without permission is an offensive of arrogance.
-A prisoner is eligible only to the Right of Life unless sentenced to die in the eyes of the Law.
-A prisoner is not eligible to be moved to their home capital unless an Ambassador of that capital appeals to the Leading Monarch.

Refugee Rights;
-Refugees to Arathor have the right to claim sanctuary in Stromgarde assuming their home nation is allied or neutral with the Kingdom.
-Refugees to Arathor have the right to claim benefits of two gold a week to pay for sustenance whilst in the city.
-Refugees to Arathor have the right to use of the hospital centre within the city.
-Refugees to Arathor have the right to have their children educated with Arathorian Children during their stay in Stromgarde.

Citizen Rights;
-A Citizen has the right to claim sanctuary in any embassy belonging to the Kingdom of Arathor.
-A Citizen has the right to rise through the ranks to the Council of Officers.
-A Citizen has the right to remain silent when questioned on a crime if answering will force them to incriminate themselves.
-A Citizen has the right to disown their own relatives to avoid incrimination of themselves.
-A Citizen has the right to relinquish their citizenship to Arathor, this is irreversible.
-A Citizen has the right to serve under any path within the Kingdom they chose.
-A Citizen has the right to seek residence in another settlement as long as it is within proximity to Stromgarde.
- A Citizen has the right to marriage with whom he/she see fit.

Mercenary Rights;
-A mercenary has the right to break the contract with Arathor at anytime they wish unless their contract sets a serving time.
-A mercenary has the right to rise through the ranks but they are not eligible to become part of the Council of Officers.
-A mercenary has the right to call sanctuary in an Arathorian Embassy on the conditions it is not in their racial capital, the capital’s laws come before the Embassy’s immunities.
-A mercenary has the right to monthly wage negotiated by their contract.
-A mercenary has the right to claim citizenship, this is done when they are recognized as an honorary Arathorian by the Leading Monarch.

Soldier Rights;
- A soldier has the right to question higher authority if he/she consider their order to be unjustified or against the laws.
-A soldier has the right of a monthly wage, and all benefits for free regarding housing, usage of hospital and supplies in their craft while on duty.
- A soldier has the right to paid vacation on two weeks, twice a year.
- A soldier has the right to sign off from their duties for a while, be it that they or their wife are expecting a child.
- A soldier has the right to marriage with whom he/she see fit.

The Silver Ravens;
- The Silver Ravens are only lead by the one carrying the badge of the Silver Raven Commander.
- The SR Commander has the right to remove Silver Ravens from their positions and name favourites to become ravens.
- The Crown has the right to suggest favourites to become ravens, to be tested.
- The current SR Commander is the only one with the right to choose who will be the one taking over for him/her.
- The Ravens are the police force, the best of the best. They have the right to collect criminals within Arathi, and cities where guarding rights have been agreed on.
-The Ravens have the right to use force and to some degree violence to take a criminal into hostage.
- While the ravens carry their raven badge, they answer only to their Commander, whom in his/her turn answer to the Leading Monarch in their place should it be needed.

Council of Officers;
-The council of officers have the right to call regency if their concern for the Kingdom leads them to consider treason.
-The council is to control the Kingdom in the event of an immature monarch until he/she is of age, with full knowledge they may be disciplined for all actions they take.
-The council of officers are the voice of the Crown among the people, they command the soldiers, the magi, the healers and the scouts. They are to oversee all the operations of the kingdom in the name of the Monarch.
-The council of officers have the right in the event of a monarch’s death to call a mourning period, this period is to be “Erea Ik Yil Iorop Ruana” the Time of the Empty Throne. Within this time the council will answer to the head of the council, the Dank'thar will be dei facto regent allowing the next in line to grieve the loss of the monarch in peace.
-The leading Officer of each faction has the right to call on a second in command under their rank.
-An Officer has the right of a monthly wage, and all benefits for free regarding housing, usage of hospital and supplies in their craft while on duty.
-An Officer has the right to paid vacation on four weeks, twice a year.
-An Officer has the right to sign off from their duties for a while, be it that they or their wife are expecting a child.
-An Officer has the right to marriage with whom he/she see fit. However, should it be marriage with someone of a different race, the Leading Monarch's permission is required. An Officer is not allowed romances with their recruits and soldiers, has the Leading Monarch not been consulted and given permission.
-The Council of Officers has the right to suggest changes to the Law, however only the Leading Monarch has the final say in the matter.

The Crown;
-The Crown symbolises the Monarch, be he/she Shar, Thar, Regent-Rhan(’ia) or Regent-Lord.
-The Crown is the supreme head of the Kingdom of Arathor.
-The Crown is allowed to marry only an Blood-Arathorian, however if in the event of a Consort’s death, the monarch may take another partner.
-The Crown may chose the partner of their heir-apparent in the interests of the Kingdom.
-The Crown doesn't hold any authority to command someone, be he or she not Shar or Thar. Anyone in the Crown does however have the right to command Silver Ravens, be it for the best of their own, the Crown's safety.
-The Crown has the right to suggest changes to the Law, however only the Leading Monarch has the final say in the matter.

The Leading Monarch
-The Leading Monarch is the Monarch currently leading the Kingdom, namely the Shar or Thar or both.
-The Leading Monarch has the right to create and disband sections of the kingdom, elect or impeach officers. They may grant promotions to deserving candidates, has the Officer of the specific candidate been consulted.
-The Leading Monarch has the right to grant titles as they see fit to the nobility of Arathor or those the monarch deems fit to earn titles.
-The Leading Monarch has the right to deny their offspring all benefits of their birthright, and they may relieve their heir(s) of benefits of the Crown until they are deemed worthy.
-The Leading Monarch is the only person allowed to officially declare war and peace.
-The Leading Monarch may change the laws of Arathor as they see fit and to be the best for the Nation. They are also the only ones that may in the end decide on changes of the law.
-The Leading Monarch, when given commands is to be followed. Any command given may be questioned on a later date, but when the command is given it is to be followed as if it was law. Not following this is considered treason.
-The Leading Monarch's consent is required on Kill on Sight sentences within the Arathorian Kingdom.

Crimes and Punishments!

Petty Crimes;
-To insinuate another is inferior due to sex, race or social class is slander.
-To mock another due to sex, race or social class is slander
-To take between one copper piece and ten silver pieces or items of that value is petty theft.
-To bruise, cut or burn another minimally is assault of the third degree.

Medium Crimes;
-To bruise, cut or burn another with intent to continue is assault of the second degree.
-To take between ten silver pieces; one copper piece and ten gold pieces or items of that value is theft.
-To vandalise another’s property based on their sex, race or social class is assault of the third degree.
-To read another’s private documents is infiltration of that person’s right to privacy and therefore personal invasion.
-To break into another’s property is personal invasion.
-To destroy another’s possession with malice and without reason is personal invasion.

Serious Crimes;
-To take another’s life is murder of the first degree.
-To be party to a life being taken is murder of the second degree.
-To know the culprit of a murder and to not disclose this information is murder of the third degree.
-To kill without intent to do so is man slaughter.
-To attack with the intent to cause harm is Serious Bodily Harm.
-To take over the amount of ten gold pieces or items of that value is theft of the highest degree.
-To conspire against the crown is treason.
-To hold unlawful gatherings is conspiracy to commit a crime.
-To conspire to murder is attempted murder.
-To attack and fail with the intent to murder is attempted murder.
-To take control of a person without their consent is kidnapping.
-To kidnap a member of the Royal House is high treason.
-To cause harm to a member of the Royal House is high treason.
-To take the life of a Monarch is Regicide and high treason.
-To usurp the throne is high treason.
-To mislead the crown is high treason.

Punishments;
-Thievery
-Petty; The thief is to be fined twenty times what they stole and given a warning, upon repeating the offense the thief’s thumbs are to be removed.
-Theft; The thief’s thumbs are to be removed, if this crime is repeated the thief’s right hand is to be taken.
-Theft of the Highest Degree; The thief’s right hand is to be removed, if this offense is repeated the thief’s right arm is to be taken.

-Assault
-Third Degree; The attacker is to be fined twenty gold pieces, these pieces are to go to the victim.
-Second Degree; The attacker is to be fined fifty gold pieces, these pieces are to go to the victim, the thief is also to be forbidden to bear arms for a fortnight.
-Serious Bodily Harm; The attacker’s wrists are to be snapped to prevent them from wielding or attacking for some time. They are then to be imprisoned for a month, should they repeat the offense they are to be charged with attempted murder.

-Murder
-Man Slaughter; The murderer is to be imprisoned at the pleasure of the Crown, should the crown deem them truly remorseful and willing to repent they are to be charged instead with serious bodily harm.
-Third Degree; The murderer is to be imprisoned for a month and their lands forfeited to the crown.
-Second Degree; The murderer is to be imprisoned indefinitely, their lands are forfeited to the crown.
-First Degree; The murderer is to face execution by Og’tal.

-Slander
-Slander; The slanderer is to be fined twenty gold pieces, two of these pieces are to go to the victim.
-Personal Invasion; The invader is to be imprisoned for a month and their lands sold off, all profits are to go to the victim.

-Treason
-Treason; The one commiting treason is to be stripped of their rank, rights and possessions, and is then to be exiled of Arathi.
-High Treason; The prisoner(s) are to be taken to the Ogre Hills in Eastern Arathi, there they are to be nailed to the rock face with nails a foot in length, the nails are to be inserted in their hands, thighs and feet. They are then to be stripped, beaten and consequently killed by the resident ogres. This practise is the most gruesome fate that one may suffer, it is Og’tal.

It happens, although not much, but i see a few chars sometimes, who were supposedly raped. Not sure if it was played out or more of a ooc thing.

Rape always ends in trouble. I would not say dont RP it just be really careful.

This i am in two minds about. I think ic there is an argument that it shouldnt be in the books. I have never seen anyone arrested for it and plenty have Discriminated the DKs Sad. I assume it was an anti Anethionian law from back in the day.

Personally I always viewed the Death Knights as being second class citizens due to them being Undead and therefore would face prejudice within the city from guards and civilians alike due to many long years of being at war with undead. If anything you can refer to IRL situations where it takes generations for such things to heal and even reach any sense of equality.

Remember that Stormwind has turned a blind eye to it's own people in some places, so what chance do the ex soldiers of the Scourge have.

I wouldn't rp it, but imo IC laws should punish it even if nobody actually does it.

About rping rape.... well, I find it somehow lame. Can't move storylines as much as other kind of crimes could. But sure depends.

tecnicaly yes and it is bad.. it can cause upset.. it is a very contraversial thing to rp out, even then I dought it is ever "fully" rp'ed out in such a manner.. it can however fill up the dread and worry when it comes to loos cannon criminals

for example you get a mass murderer in sw.. its bad... nasty you want to catch him.. if said mad man then rapes someone.. it becomes a whole new ballgame of urgence and desperation and thus puts a lot more pressure on the guards to capture that person,
it can also create closer ties between the civilians and the guards or make that relation worse depending if they sucseed or fail,
it can also create cooperation between different guard guilds as such a sick and evil indevidual needs takign down at all costs..
thow I do not agree to such rp.. such rp can also lead to long running plots, tentions etc

I do like how we regularly RP maiming, killing, possessing, blood pacts with demons to end the world, soul consuming, heretic burning, so much pain and death and agony... but rape crosses the line Very Happy

I think (other than the fact that this perhaps could get to a topic for itself) that while a murder, a blood pact with demons and such, or even other kind of 'super-crimes' can have some kind of justification, because done for a kind of higher good, rape is sort of the egoist crime par excellence. There's no kind of higher good served by the rape, just the egoist desire of the person to... well, you figured that out. It's evil for the sake of evil, so, apart of the ToS, for us is quite difficult to grasp why one would do such a thing. Even from a story-telling point of view, especially in a world such as wow's one, where sex isn't part in any way, at least officially, of it.

I very much doubt anyone who rps has, in their real life, had to deal with the problems of; demons, blood pact, warlocks.
Whilst I know for a fact quite a large proportion of players have had to deal with rape, either themselves, or relatives.
Anyone who rps it out should be kicked from their guild and preferable banned from the game. It's in the ToS for a very good reason. It's grossly insensitive and thoughtless to push that upon people to deal with in a game which people go on for fun, not reliving past traumas.

Regardless... this is RP. Any actions committed in RP are just that: RP. They are not real. "Rape" RP is no worse than a couple playing out a ravishment scenario IRL, as both are consensual.

Like any RP, if it is a logical development in-character and moves the story along, and is agreed upon by both players, then it has a place in RP. People should not push their personal morals of what is right and wrong on RP. It's like saying that authors that write novels dealing with rape should be prosecuted because they so happened to have included fictional rape in their writing. No, I'm sorry, but that's just ridiculous. Roleplay is about exploring an alternate reality, with its positives and negatives, and if you're really letting the negative aspects of that alternate reality start affecting you OOCly then the problem isn't the RP, it's you for treating it as real instead of the fiction that it actually is. If it's agreed upon by both players, then there is nothing wrong with it (and it's not even real rape in that case).

Well the Blades will stick with their policy, If any member RPs out rape or the aftermath, they're removed from the guild, if they're not in the guild then we will refuse to RP with them.

You could argue too that what arthas did to sylvanas was an advocate of rape. Im not exactly for Rape IC as I think it is distasteful but if a story goes there so what. I am more against the insanity that rape crosses some line when RPers regularly do stuff much worse to each other, stuff that is apparently abstract.

Rape as an ongoing "event" with characters that RL victims have to interact with in the RP universe, more than once, and on multiple days, is -far- worse than, say, a backstory or something in a book.

What I meant is that, and sorry if I was somehow unclear, sex and sexuality in-game are almost never mentioned, at best hint, and tendentially Blizzard's ToS make clear that sex should not be mentioned in any way. Lore-wise, of course, sexuality exists(I mean, people must breed somehow), and so rape(especially in a world ravaged by war), but that's not usually part of what the players should/would encounter normally, while playing.

This said, I agree with you about the first part: we like it or not, rape is present in fiction of any kind. It's up to the person if s/he wants to face/read/play it out. But that's a rule of thumb, imho, for any kind of thing that is made for fun, included rp.

First of all, sorry for starting this discussion in a thread where it doesn't really belong. The reason why I asked the question in the first place was because the way it was so casually described among all other laws, made it seem like it was an commonly accepted thing in the community.

The discussion that followed showed that this was not the case. I do, however, still think this is a terrible thing to RP under any circumstance and personally would never want to get involved in such RP.

While I'm away I'l consider an update to arathorian/stromgarde laws.

Though something worth consideration would be a set of universal laws and rules between the alliance nations in order to clear up and speedily resolve some matters that would normally reside in the grey blur of juristictions and so forth.
